Digital Maturity Assessment 2025

The Scottish Government and COSLA have published a Summary Report of the 2025 update to the digital maturity assessment. The survey is open to all NHS Health Boards, Health and Social Care Partnerships (HSCPs), and Local Authorities

Scotland is one of only a handful of countries tracking digital maturity in health and social care year on year, and with four consecutive assessments now complete, the picture that emerges is richer and more revealing than ever.

In this latest report, you can explore Scotland’s unique digital maturity journey and see what is working, where there is room for improvement, and where the sector is heading next.

The findings are frank and thought-provoking. Clinical Safety has seen its strongest performance yet; digital prescribing in the community has surged; and infrastructure investment is paying off. However, the gap between the most and least digitally mature systems appears to be widening.

This year we added some questions to the report to prompt discussion internally within organisations, across local health and care systems and among national stakeholders.

The report also highlights the different perspectives of leadership reports and the actual experience of the workforce. Whether you work in policy, digital transformation, or direct care delivery there is useful and relevant material for you to consider.
